I find that creating the images in Photoshop, setting the masthead image into a table in Dreamweaver, then exporting the file from Dreamweaver into Fireworks is best for my purposes. I then activate the nav areas of the (map) image and use it this way on the web. I guess there are many different ways to achieve the end results, but Fireworks is one of the BEST!! (in my opinion).
